A wind or solar project can be ready on paper and still stuck at the grid connection.
Before it plugs in, the grid operator runs an interconnection study: would the new power overload nearby lines or transformers? In a crowded queue, that answer can take months or years, and it may come with an upgrade bill that sinks the project.
The panels run on 1 schedule. The socket runs on another. That is why a finished project can still wait.
